He holds a Bachelor of Economics (Honours) from the University of Malaya (1980) and a Master of Policy Science (M.PI.Sc.) from Saitama University, Japan (1989). He began his career in 1980 as an Assistant State Secretary in the Kedah State Administrative Service and retired from public service in 2018 after serving as the State Secretary of Kedah.

During his 38 years of service with the Kedah State Government, he held a wide range of positions across various areas of state administration, including district administration, land administration, local government administration, economic development planning, and public finance. His appointments included District Officer, District Land Administrator, Secretary and President of District and Municipal Councils, as well as State Financial Officer of Kedah.

He also served on secondment as Deputy General Manager of the Langkawi Development Authority, Chief Executive Officer of the Menteri Besar Corporation, and General Manager of the Kedah State Islamic Foundation.

Following his mandatory retirement as the State Secretary of Kedah, he was graciously appointed by His Royal Highness the Sultan of Kedah as Chairman of the Kedah State Public Service Commission. He has since been graciously appointed by His Royal Highness to serve as the Dato’ Pengelola Bijaya DiRaja. In addition, he currently serves as Chairman of the Kedah State Administrative Officers’ Cooperative and First Vice-President of the Jemaah Dato’-Dato’ Negeri Kedah
